Conway firefighter facing harassment charge

Richard D. Powell, 43, Conway Fire Department captain, was arrested on a harassing communications warrant with a class A misdemeanor charge.

Powell’s case has been assigned a special prosecutor and judge due to his relationship with the City of Conway, according to the city attorney’s office.

Judge Alice Lightle, of Little Rock, will preside over the case.

Attorney Jason Barrett has been appointed as special prosecutor.

Powell was arrested on a harassing communications warrant Dec. 10, according to police.

Powell was released the day of his arrest without a bail amount on his own recognizance.

A no contact order was issued with the warrant for his arrest, which, according to Powell’s attorney, is standard with harassment charges.

Powell has been a firefighter at Conway Fire Department for more than 17 years, according to Assistant Chief Mike Winter, and is a first ranking officer.

Powell entered a not guilty plea, and is due in court March 10.

Powell’s attorney, Molly Lucas, said her client denies all allegations made against him regarding the harassment charge.
