Conway City Council will consider several bids, proposals and agreements concerning the Conway’s current and upcoming airports.
The aldermen will consider a proposal received for the Cantrell Field Redevelopment for the current airport
According to a memo, two proposals came in for the Cantrell Field redevelopment. The proposals were submitted by the Joint Venture of Conway Development Corporation and Jim Wilson and Associates, LLC and by Rush-Hal Development, LLC.
The proposal from CDC and Wilson and Associates showed a total bid amount of $6,100,000 for the 151 acres with $305,000 in earnest money to be paid after certain milestones are reached.
The proposal from Rush-Hal included a bid amount of $5,800,000 for the 151 acres with a 5 percent deposit to be paid at the time of purchase.
A committee made up of City Chief of Staff Jack Bell, Director of Planning and Development Bryan Patrick and City Engineer Ronnie Hall reviewed the proposals and, according to the memo, “the committee was comfortable that both developers were committed to a significant upscale mixed use development with a significant “Lifestyle” commercial core with large scale retail anchors,” but in the end recommended the CDC and Wilson and Associates proposal be ranked number one.
“We recommend that you be authorized to enter into negotiations with this firm to finalize a purchase contract for this property with consideration given to modifying the conditions presented,” the memo stated. “Furthermore, we recommend that the proposal submitted by Rush-Hal Development, LLC be ranked the number two proposal and should the negotiations with CDC/Wilson group be unsuccessful, that you enter into negotiations with the Rush-Hal group.”
Additionally, three bids are up for consideration at the Tuesday meeting — one for the access road construction at the new airport, one for Stage 2B Paving and Lighting Construction at the new airport and a third for the airport terminal at the new airport.
The aldermen will also consider entering into an agreement with Garver Engineers to update the Wildlife Hazard Management Plan for the new airport.
The other item on the table is a resolution authorizing the mayor to accept a grant from the Federal Aviation Administration for the new airport.
Council will also consider an ordinance appropriating funds for the new market rate established by the 2013 JESAP Salary Study following last Tuesday’s special committee meeting on the subject.
The city council meeting will be at 6:30 Tuesday evening at the Judge Russell L. “Jack” Roberts District Court Building at 810 Parkway Street. There will be a committee meeting at 5:30 p.m. to discuss the Central Arkansas Regional Mobility Authority.
