• Conway police are investigating the report of an incident of rape and false imprisonment Monday and Tuesday at a residence on Krystal Kreek Drive. According to the report, the victim is listed as 25-year-old Conway woman and the offender is reported as a known 25-year-old Conway man, who is listed as a resident of the Krystal Kreek address. An investigation into the allegations is active and ongoing.
• Police on Tuesday were dispatched to Rachel Drive after callers reported a man jumping over fences and into back yards. Police checking the area reported hearing “I give up” from one of the yards and located the man, who was reportedly sweating profusely. The man reportedly told police he was “at his house and people were trying to get to him.” The man reported he then went out the window and ran to a nearby school. The man said he had carried a backpack but left it at the school when it became too heavy. He then reportedly told officers that he was “going home.” When asked about his use of medication or drugs, the man admitted to using methamphetamine in the last three days and then said he had used the drug in the last 24 hours. The man was placed into custody for public intoxication and transported to jail, where he was held pending a $200 cash or professional bond.
• A local taxi driver contacted police Tuesday after dropping two passengers who refused to pay cab fare off at an apartment complex on Pebble Beach Drive. The driver told police the two men were “extremely intoxicated.” One of the men was located outside of the apartment complex on the stairs. He reportedly told police he wasn’t going to pay for the fare and that his friend would not let him into the home. The man said he didn’t live at the residence and had no idea how he was going to get home. Police then made contact with the other passenger as he was approaching the cab. The man told police he would pay the fare, and did so with a credit card. He then advised he had lost his keys and had no way of getting in to his apartment. That man was placed into custody for public intoxication. Both were transported to jail, where they were held pending detox.

Does the responsible thing and decides not to drink and drive, makes good on the cab fare, loses keys on accident (that sucks, and I mean who would do that on purpose anyways) and gets punished and taken to jail.. *confused*
I believe the point is
He didn't pay until the cops were called.
You can't drop the bank-robbery bag once the cops arrive and just walk home.

He might have gone back to see what the fuss was with his partner in crime. Who knows.
Maybe he left something in the back.
He was drunk, maybe he thought the police would give him a ride.

How do you know that was a decision?. Perhaps he lost his keys before deciding to head back home where he hoped a roommate would let him in.
Notice how he doesn't offer to pay the fare until after the police show up. It's like my mom would ask when I apologised after getting in trouble as a kid: "Are you sorry you did it or sorry you got caught?"
Here's the thing about public intox: he was outside with no way of getting inside. The police can't leave him be or else they would get in trouble.
