Rapert's changed abortion bill fails Ark. House panel vote

LITTLE ROCK — An amended version of a bill to ban most abortions in Arkansas at 12 weeks into a pregnancy has failed to clear a House panel.

The House Public Health Committee voted 10-6 in favor of the new version of the bill, falling one vote short of the majority needed to pass the measure.

Earlier this week, the bill's sponsors amended the legislation to add exemptions for medical emergencies and for lethal fetal disorders. They also removed criminal penalties for doctors who violate the restriction.

Republican Rep. Ann Clemmer, the bill's House sponsor, said the measure failed to garner enough support because some proponents of the original version didn't like the new exemptions. She said she doesn't plan to change the bill further but will try again next week.

I rarely agree with you Buzzby

but heck yes lets get on to things which make Arkansas prosper and leave the abortion issues to the federal fights.

In my experience, which may differ from Arkansas House Rules, 10 is a majority, but by their rules, it may not be. DUH? Don't get me wrong, I'm OK with the outcome, but there needs to be an explanation why 10 is not a majority to 6.

however if the state can't do it, then it needs to end. Feds need to leave it and much more to the states. State failed it, so it should stop. (i realize it won't either way, but oh well)

Just curious

Why is it a double murder if you kill a pregnant woman and her unborn child, no matter how far along she is, but it's ok if it's aborted by the mother?

Here we go again...

first msroadrunner, i would like to see if your statement is true. I'm not saying it isn't, but would like to see fact, but i'll probably not look it up myself:)

There are two different views here, you see it as the right of the mother that is being infringed upon. The other side sees it as the rights of the unborn child being infringed upon. That is where the debate truly lies. When does that child/fetus have rights, moral/ethical or legal? Who knows.

This issue is so ambiguous that one can take both sides and not even realize they are a contradiction.
