Council sees design of new airport terminal

The Conway City Council moved quickly through a crowded agenda Tuesday night.

Aldermen saw a design for the new airport terminal, approved the 2013 budget for Community Development Block Grants and approved an agreement with Crafton, Tull and Associates for design of Rogers Park Plaza, the triangular-shaped area next door to the Conway Area Chamber of Commerce that will someday be the “gateway to Downtown Conway.”

The Council slowed down, however, when a request for a zoning change, from A-1 to O-1 for Letitia McMaster and Back Achers Ranch met with opposition when the applicant also wanted a conditional use permit to allow a public stable, restaurant and area/events center at 3725 College. Council members had no opposition to McMaster’s plans, but sent the application back into committee until flooding issues are resolved.

The Council also sent back to committee bids for gasoline and diesel fuel.

The CDBG budget of $824,480.52 was approved that included a $363,442 carryover for the Pine Street Revitalization Project. Alderman Theo Jones said he hoped there would be some activity soon in the Pine Street area.

The budget also included $200,000 for the Faulkner County Council on Aging to go toward construction of a $2.1 million Senior Citizen Center.

In other business, the Council approved

• The change of Jack Bell’s title from Assistant to the Mayor to Chief of Staff.

• Nominations of Barbara Watkins and Garry Conley to the Conway Tree Board, and Tonya Musial’s reappointment to a three-year term.

• A resolution separating the Planning and Development Department into two departments, named the Planning and Development Department and the Permitting and Code Enforcement Department.

• Purchase from Trinity Development of frontage at the Northeast Corner of Prince and Salem at a negotiated cost of $210,000.

• Rezoning from R-2 to MF3, 500 S. Baridon.

• Rezoning from MF-1 to MF-2, 20 acres at 1405 S. Donaghey.

• Accepted a low bid from Salter Construction of $262,800 for building a 1,500 square-foot free-standing support facility for the playing fields at Curtis Walker Park. The building will have a concession area, men’s and women’s toilets, a family restroom, and storage for the football and baseball programs. Funds will come from the Parks and Recreation Advertising and Promotion account.
