A Hilltop Volunteer Fire Department fireman has been arrested on suspicion of imitating a police officer in Mayflower, and Mayflower Chief of Police Richard Shaw has been suspended with pay pending the outcome of a Faulkner County Sheriff’s Office investigation.
According to Lt. Matt Rice of FCSO, investigators were told that someone was using a dog to assist in Mayflower police traffic stops. In looking into the matter over the weekend, Rice said, Sgt. Dalton Elliott found that the person using the dog was 33-year-old John A. Brinkley of 10320 Jacksonville-Conway Road, North Little Rock, according to a FCSO arrest report.
An incident report was pending as of about noon today, but according to the arrest report, Brinkley, a convicted felon, was observed by Elliott at a traffic stop in his personal vehicle with active blue lights while wearing a T-shirt with police markings and a duty belt with a Glock handgun. Brinkley was arrested on suspicion of possession of a firearm by certain persons, criminal impersonation of a police officer, possession of blue lights and driving on a license suspended for DUI.
Brinkley’s previous felony convictions include three counts felony hot check violation and one count theft of property. He has a jury trial scheduled for Dec. 1 relating to charges of theft of property and fraudulent use of a credit card.
Rice said that under whose authority Brinkley was acting -— if anyone’s — in his participation in the traffic stop remains a matter of investigation. St. Robert Alcon, who is in charge of Mayflower Police Department during Shaw’s leave, said he and his staff had been instructed not to comment on the matter.

What was this guy thinking? Have the civil servants in this area lost their minds? So you're a fireman, but really wanted to be a cop? Come on. That raises a question. How do you know if the person stopping in an unmarked police car is a real cop? Why did involve the dog in the charade? The everyday citizen doesn't know the difference between a real badge and a fake one. How do you know? Talk about dumb criminals.

Traffic Stop
Does anyone know if this was the traffic stop on I-40 Westbound just south of Mayflower? An officer in a brown Tahoe had someone pulled over on the Interstate. Last time I checked Mayflower Police weren't running traffic stops on the freeway that much.

How did Faulkner county end up with all the Barney Fife wanna-be types? If the Police Chief really had knowledge of this and let it continue (or worse, encouraged it) I hope the county/state ensure he never works in law enforcement/government again. How dumb do these people have to be to think no one is watching or they will not get caught?

This was not the same incident, the tahoe is one of the most legit law enforcement officers in this state. But I have to admit this is going to be an interesting investigation, Rice and Elliott will get the info, a little suprised that Alcon did not realize what was happening but I think we have all been fooled at one time or another in our lives. I think I have made as many dumb mistakes as I have done good deeds, but I always strive for better. And lets be glad it was tipped off by someone-before some serious criminals got to walk over a false arrest of illegal search and seizure..(hopefully that has not been the case so far). They will definetely have to throw any of it out that involved this impersonator. Here is "Hoping for the best".

What's up with the Hilltop Volunteer Fire Dept.?? Wasn't their fire chief recently arrested by the Faulkner County Sheriff's Office on outstanding warrants? I appreciate the volunteer fire fighters that risk their neck for free, but guys like this give all volunteer fire fighters a bad rap. Volunteers or not, you have to do background checks on your people if you departments out of the bad section of the front page.

This doesn't surprise me at all. Here lately, since the retirement of the former police chief, the police department has gone to tactics such as a dummy in a police car to slow down motorists. What is next a revolving speed limit sign to catch the Duke boys? Everyday when I go thru town, someone is pulled over, again and again. This town goes thru police officers like candy. Officers don't even know when they pull over a Pastor of the community. I'm not saying that Pastor's should get a free ride but it would be nice to actually "know" our Police staff.

Have you ever been pulled over handcuffed, taken to jail, had your car towed, had to call you family for help, had to call your boss to take a day off? Well believe me I have and know how and why it happened.
In September of 2009, I received a ticket in Mayflower Arkansas for having an expired Drivers License. The officer instructed me to get the matter corrected and bring the renewed license to him and he would dismiss the ticket. I felt that was fair and had this matter corrected on the same day. I took a copy of my new DL to Mayflower City Hall. All’s good right???
Well was I wrong. Very Wrong. This week I was pulled over for not using a turn signal, in the left hand turn lane..no where else to go but left, but still pulled over for not using it. When my license was ran I was told to get out of my car. I was handcuffed in public, my car towed, and I went straight to jail. I had to call my family for help and my boss to explain why I was not going to be at work.
Once I got there around 3 am I was told that my bond was CASH only so my family could not use a bondsman to get me out. After Mayflower City opened they were able to notify the jail that I was in, to tell them it was their mistake and I was finally released sometime after 9 am!
Both me and my girlfriend both lost work, paid for a tow, spent ½ of a day getting me out jail. All of this because a person in mayflower did not register my ticket as dismissed and a failure to appear warrant was issued and my Drivers License was suspended!
Who is responsible for this major expense to us???? Why am I paying the fees and no offer of them saying we made the mistake we will reimburse you your cost. How can bureaucrats demand we be responsible for our mistakes and they be totally unaccountable for theirs? We need a system that is responsible and accountable.
I did find one officer in Mayflower that is always on the ball! This officer is paid less them all of them and her area is crime free, she protects the bank and other various business around town. She does sit in her car a lot, But then again Mayflower clerks seem to be asleep also. At least she has the excuse of being a true dummy, she is manmade. She does not require, pay, insurance, coffee breaks, vacations, or raises. She accepts no pay for the work she does .
Mayflower you need to re access your methods and at least pay the people you have injured financially and emotionally. Be accountable. Otherwise the citizens of Mayflower will be better off mass-producing the officer I mentioned and letting her sit in your office. She could accept money in a hat and not enter it in the computer. Just like the ones you currently have.!!!!!

Sounds like there might be a lot more that has been going on in Mayflower.
How many arrests did the felon participate in? Could a criminal have charges dropped because this guy posed as an officer? Were there other people who were publically humilated and forced to pay fines due to inexperienced officers?
How about the chief? Where did he come from? Has he done this sort of thing before?

This whole thing falls at the feet of the Mayor of Mayflower, Randy Holland. When Chief Curtis retired he had the chance to hire a new Chief with many more years in law enforcement and years in a supervisor's role. Instead, he hires Shaw, a man with his own questionable past and barely certified. Why would you hire a rookie officer that doesn't even have the time in to be a Sgt. as a police chief? The people around Mayflower that are "in the know" knew that something like this happening was only a matter of time. So now that this has happend, What's Next? There are some questions that the good people of Mayflower need to be asking Mayor Holland. And soon.

I have lived in mayflower for a long time. We loved our town. Then we get Shaw, and these other police officers. The good people of that town was harrassed pulled over. The mayflower police dept didnt care about the people of their town. What about what it says serve and protect. That was always the case before this bunch came in. What a mockery the citizens of mayflower have to live with. What a joke. I would like to know what the mayor of our city has to say of this. I hope everyone gets their punishment they deserve. I hope someone is really looking into this. And please take care of this. Let us have our town back. Give us good people to serve and protect our town.We knew there was bad things going on. I feel sorry for anyone
I feel sorry for anyone living in the Mayflower area. Their Police dept. has been embroiled in corruption for the past 20 yrs. This tiff with the Chief is just the latest news in a long line of stories about the corrupt officers that work there. Don't believe me...just do a search. My personal opinion is that Alcon needs to be removed also...Please no more drama Mayflower PD and somehow become a dept. that we can respect.

Not every Chief or Officer in the last 20 years has been corrupt or a bad policeman. The newest Chief has been the exception rather than the rule for the past 10 years. Mayflower P.D. made huge strides forward under Frank Pierce. It's only been since Holland took over that things have started sliding backwards. The thing with Shaw and the Fellon/Cop are just things comeing to a head that have been brewing for a few years. Just wait, more things will surface.

Once again, it's easy to judge, when you don't have all the facts. There are issues that come to light at every level of government, some of it is just labeled differently. Every municipality, city, state and individual have their issues. Some more than others. We are so quick to convict, but have we actually taken the time see what the true outcome will be. Oh heck, they must all be guilty, after all they were arrested and suspended weren't they.
Will this story receive the same type of coverage, if the allegations are unfounded. Probably not. Will we feel bad for our initial rush to judgment. Certainly not, we probably won't give it another thought.
I have heard of many instances where employees at the police department, city court and water department have went above and beyond to assist citizens of Mayflower, or anyone else who needed help.
The City of Mayflower is a great community to live in. All of the people in the community are what makes it great, not just a few.
I am curious though about this elitist group called "in the know" and what the requirements are there to become a member. Perhaps those individuals need to be answering questions, sounds like they know more than anyone else.

The people I am talking about are the people that work in and around city hall on a day to day basis and whom they talk to about what goes on at city hall on a day to day basis. If you work at Wal-Mart and know how many jars of pickles were broken on isle 6 on a given day, does that make you a Wal-Mart "elitist"? No. That just means that you are an employee and knows the details of things that happened on isile 6 that day. Nothing happens in a vacume. What ever action you take or dont take causes something to happen or not to happen. If an individual keeps his/her eyes open and sees whats going on, does that make him or her an "elitist"? No.
Since now Sgt Alcon has said that Chief Shaw is the focus of the investigation, lets ask Mayor Holland why he picked Shaw in the first place. Why Shaw over all those other men, ALL of whom had more time in as a law enforcement officer than Shaw.
This isn't all on Shaw, he just followed the example set by Randy Holland six months ago.

It's a mystery to some of the citizens of Mayflower how the current chief came to be selected for the job. A man with no more than a couple years in law enforcement, and none of that in a leadership role would seem to be an unlikely candidate for the job. Guess that's a question for the mayor, who made that decision. Now the mayor tells us he had already decided to replace the chief with someone "With more experience" before this officer impersonation thing. (Yeah Right)
Seems the mayor is perfectly willing to let Chief Shaw take the blame for the departments improprieties. It would be interesting to hear how the mayor arrived at the decision to hire Shaw over obviously more qualified applicants. How about it mayor, care to clear that up?
Mayflower needs a new Mayor
Mayflower needs a new Mayor and a new Chief of Police It has come to my attention that the fake K9 Unit and Chief Shaw are related,what? Oh so they were family that explains everything.
Ok so the Mayor says that Shaw's position as Chief was temporary but back in September when "The Mayflower Report" was distributed the section regarding the police department which is written by Shaw himself reads and I quote: "July 6 2009 is a date that will remain in my mind indefinitely. That is the day I learned I had been chosen to replace Paul Curtis as the Mayflower Chief of Police." Nothing in this publication indicated that it was a temporary position. Is someone trying to do a little damage control or what?
I saw the K9 unit assisting several times and one of those times not only was the Mayflower Fake K9 assisting but Faulkner County and Arkansas State Police were also assisting and this was at the convenience store in Mayflower and the detainees were an suv full of women and children and everyone of them including the child's car seats were out of the vehicle and sitting on the sidewalk, a nite or two before that Mayflower's own K9 and another patrolman had a couple of teenagers pulled over and an ambulance had to take someone to the hospital, not sure what was going on with that arrest attempt. Yea it's time to clean up Mayflower!!
This reminds me of the Blue Light Rapist, I'm not comfortable not knowing if the bluelights flashing or the patroleman I just passed is truly a certified officer of the law or is he just another wannabecop!
Accountability
I am just wondering if anyone has asked the Mayor if this was the same officer that assisted in the search of the middle school a few weeks ago. The school was put on lock down for a couple of hours while “officers” looked for drugs, to the best of my knowledge Mayflower does not have a K-9 unit. My concern is that there was a felon with an unlicensed and I am assuming untrained dog in my child’s school. I would also like to know if this was something that the school asked to be done or was this Shaw and this other officer’s idea. I would think that the Mayor would have these same questions since both of his daughters go to this school.
My other concern is that Mayor put Shaw in the position of Chief. Most people in Mayflower have a story about Richard Shaw. Whether it is the woman he pulled over and ticketed for a cracked (not broken) brake light or someone pulling on the right hand shoulder of the road to make right hand turn off 365 and being ticketed. I am sure a fair share of people have heard about the amount of tickets Officer Shaw wrote compared to every other officer in Mayflower or the stories involving Officer Shaw past in another state. I think the Mayor would have thought twice about putting the safety of Mayflower’s citizens in the hands of man with a questionable past and a dubious present. I agree with an earlier poster, I heard no mention of Shaw’s promotion being temporary until this incident came up. I think someone is trying covering their own backside and claiming ignorance. There is no way that the Mayor couldn’t have known about this so called officer, everyone in Mayflower has seen him assisting with Arrest around town. Several weeks before this incident I noticed him “helping’ with a stop on the Mayflower exit and asked my wife when Mayflower cops started wearing t-shirts with “POLICE” printed on them. The amount of stops in the last month where you saw cars being searched also has been more noticeable, I too saw the search of the SUV of car lot of women and babies at the Crackerbox.
I think it is high time the Mayor gives us some answers or it might be time for him to throw out those shirts he has that have Mayor stitched on them.

Turns out now that the felon/policeman first started trying to be a policeman when Chief Curtis was still in place. During the background investigation the Chief found that he felony charges pending and denied him. Seems that Shaw just went ahead and gave him a badge anyway when Chief Curtis left.
