Thomas Jefferson knew because he himself studied the previous failed attempts at government. He understood actual history, the nature of God, his laws and the nature of man. That happens to be way more than what most understand today. Jefferson really knew his stuff.
A voice from the past to lead us in the future: John F. Kennedy held a dinner in the white House for a group of the brightest minds in the nation at that time. He made this statement: "This is perhaps the assembly of the most intelligence ever to gather at one time in the White House with the exception of when Thomas Jefferson dined alone."

Thomas Jefferson said in 1802:"I believe that banking institutions are more dangerous to our liberties than standing armies. If the American people ever allow private banks to control the issue of their currency, first by inflation, then by deflation, the banks and corporations that will grow up around the banks will deprive the people of all property - until their children wake-up homeless on the continent their fathers conquered." --
Early in life I had to choose between honest arrogance and hypocritical humility. I chose the former and have seen no reason to change. Unknown

Let's just say that Jefferson's notions about the powers of the federal government evolved during the time he was president. Nothing in the constitution gave Jefferson the authority to make the Louisiana Purchase. He claimed the authority under a very elastic reading of Article 1, Section 8, Clause 18 ("To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.") The government didn't have the money to complete the purchase, so borrowed it from Great Britain at 6% interest, something else the constitution gave him no specific authority to do. In carrying out these actions he greatly expanded the role of the central government and set the precedent for arguing for implied powers within the constitution.
And thank goodness for that.
